5,000 ducats are to be distributed amongst the Janissary core to announce the arrival of a new campaign. The Bessarabia Ordusu and Anadolu Ordusu are to be called up to fight for their Sultan, their Prophet and their homeland. To secure the north-eastern border of the empire, Sultan Mehmed IV has called for the waging of a war of subjugation against Imereti, to spread justice and Islam to the darkest edges of Europe. The plan, of course, is the work of Sari Süleyman Pasha, whose successful peace negotiations have earned him and Nisanci Ismail Pasha the approval of many, but the disapproval of many more. Like any big man made to feel small, the Ottoman state needs the pick-me-up that would come from picking on someone less than their own size.
The armies summoned are as follows, under the overall command of Süleyman Pasha:
Anadolu Ordusu, the Army of Sultan Mehmed IV, stationed in Istanbul:
-15,000 janissaries
-5,000 timaraiots
-5,000 Sipahis
-200 demi-cannons
-400 siege bombards
Besserabia Ordusu, stationed in Besserabia:
-5,000 janissaries
-5,000 azabs
-10,000 foot artillery
-5,000 timariots
-5,000 sipahis
-100 demi-cannons
-100 siege bombards
Both armies are to head to eastern Anatolia to prepare for the war. The Anadolu Ordusu is to be commanded by the Grand Vezir, in place of the Sultan, and the Bessarabia Ordusu is to be commanded by its highest ranking Janissary, but Abaza Siyavuş Pasha is to be appointed its second in command for his Abkhazian origin, that should provide vital local knowledge for the invasion of the Caucasus. The Bessarabia Ordusu is expected to do the bread-and-butter of the invasion of Imereti, and the Anadolu Ordusu is to be held in reserve in case opposition is too stiff or an ally comes to their aid.
Mehmed IV has issued specific instructions to his Grand Vezir that his conduct should reflect the dignity and justice of the empire, that he should apply the laws evenly and the burdens lightly, while maintaining a firm hand against those that are unjust or unworthy.
