As Defenders of the Orthodox Church Tsar Pyotr I and co-Tsar Ivan IV have issued a new decree:
Decree of religious unity (1685)
1 - All Orthodox peoples outside of Russia are offered sanctuary within the Empire.
2 - Members of the Orthodox faith who migrate to Russia will be eligible for property or land as free subjects of the Russian Crown.
3 - Persecuted members of the Jewish faith are also offered sanctuary in Russia.
4 - Crimes committed against those of the Orthodox Faith will be recorded in the Book of Grudges.
5 - Once a crime in committed to the book of Grudges it can only be absolved through the physical punishment of those who have committed the crime.
