Tsar Pyotr commissions a report into the cost of establishing a major port facility in the Northern territory of Murmansk Oblast. The area is free of sea ice year round due to the warmer waters of the North Atlantic and would allow for a massive increase in Russian Trade with Northern Europe.

Murmansk is simply not economically viable. True, the port is unimpeded by ice, but the routes to and from the port remain treacherous for most of the year. Additionally, goods going too and from the port would have to travel a great distance to reach Russia's trading centres and through pretty nasty weather too...
