Tsar Pyotr has implemented a formal organisational structure fore the armies of the Russian Empire. The Tsar is the supreme military authority in all of Russia and his authority extends over all armies and military forces at which defend Russia.
The Armies of Finland, Poland and the Ukraine will become the central offensive and defensive assets of Southern (Ukraine), Central (Poland) and Northern (Finland) fronts. These fronts will be commanded by a Marshal who directs the plans for defence and attack in those regions. The Marshal will organize the fronts co-ordination with other fronts and the reserve based in Moscow, he will act as a go between for the Tsar and the General commanding the armies operating in his front. The Marshal is permanently attached to his front and is responsible for organizing a Staff to co-ordinate militias, resources and rotation of units on the front.
The Armies attached to each front are under the control of a full General. The General is in charge of all tactical decisions regarding the conduct of the army and its disposition in the field. The General is however directly subservient to the Marshal commanding the front who will be instrumental in co-coordinating multiple armies on a single front.
The army of Moscow is to become the foundation of a Strategic reserve. The units from the Army of Moscow will be used to reinforce various fronts dependant on circumstances, units from the Army of Moscow may also be used to bolster smaller armies in preparation for an offensive.
The Imperial Guards Corps is to include infantry units of the Emperors Preobrazhenskoye Lifeguards, it will also expand to include Preobrazhenskoye cavalry and artillery units. It will form a small elite army which will accompany the Tsar on all campaigns and actions which he undertakes. They are barracked with the Tsar within the walls of the Kremlin.
There is to be established an Imperial Corps of Engineers. They will be based outside of Moscow and shall consist initially of four regiments of Engineers. They will train specially in the construction of earthworks and bridges as well as the conduct of siege operations. Once training is complete each Army shall receive an attachment of one Regiment of Engineers.
