The Lords of the Boyar Duma are at eachother's throats. With Sofia arrested and Prince Galitzinee missing, there is an important matter to attend to, the question of the regency. With Ivan's ailments and Peter being underage many feel there is an urgent need to appoint a new regent.
The Miloslavsky family and their allies demand that Sofia be freed and returned to her previous position. The Naryishkin oppose this heavily, and suggest Peter's mother, Natalya Naryshkina as an alternative. The neutral Lords oppose the return of Sofia on practical grounds, clearly her regency was a failure, and most side with the Naryshkin.
Peter and Ivan are invited to the council chamber to express support for a particular candidate. Ivan decides to agree with whomever Peter prefers. Peter can accept the regency of his mother, or suggest an alternative candidate.

The support of the Tsars ends the heated arguments. The Miloslavsky, though still angered by recent events are quietened by Ivan's announcement that he also consents to Natalya's regency. A vote is held, Natalya needs no further convincing and accepts the appointment.
Natalya Naryshkina becomes regent for the remainder of Peter's minority.
