Gray Waste: An enemy will face greater levels of attrition and reduced morale if fighting in Russia during the Winter (Approx. Saturday Sunday IRL).
Ruler Modifiers:
Ruthlessly brilliant: Peter the Great's competition has been smitten down. He has transformed Russia into a modern power, and there are no signs of him stopping now. However, his people are not happy, some even believe him to be the antichrist. This lessens his ability to influence those of the Orthodox faith. Despite this, his knack for cruelty will keep rebellions down for quite some time.
Creative Taxation: Peter has a great imagination for unusual methods of taxation, including taxes on beards and robes. The Russian Treasury gains a little extra tax income each year.
Colonial Territory:
Eastern Siberia - 3 (max 4)

Boris Sheremetev: Commanding the Army of Novgorod Russia's greatest military mind (though don't tell that the the Tsar). His reputation has taken a slight hit as his armies were driven into retreat by Charles XII of Sweden. 8/10
Anikita Repnin: Commanding the army of the Rus A close friend of Peter, Anikita sheltered the young Tzar in a church during the Sofian insurrection. He participated in the Azov campaigns, and was named a general as a result. 4/10
Jacob Bruce: Commanding the Conscript Army A member of the Scottish Clan Bruce, whose family had lived in Russia for a couple of generations. A relatively skilled leader, with a sound understanding of artillery. 6/10

Fyodor Apraksin: Commanding the Black Sea Squadron Alongside his brother, he is one of the first Russian admirals. 3/10
Vassal Militaries (can be called upon in times of war):
