Over the past decade, a mysterious figure has been propelled to a position of authority by Christian groups in Egypt. For most of this time he has been viewed as a simple madman, running a cult of personality that had attracted the disenfranchised and impoverished peoples of the region. However, in recent years his support has increased exponentially and he has now been able to raise an army to further his cause.
Selenius claims to be a descendant of Cleopatra II Selene, the daughter of Cleopatra VII and Marcus Antonius of Rome. It seems he has no evidence to back this up, and simply asserts it in his charismatic speeches. Still, there seems to be many people who are convinced that he is the true ruler of Egypt.

The governor offers the petitioners (he has decided against openly calling them rebels until they have turned openly violent against the regime) to send representatives to meet with him in Ä°skenderiye. The governor of the Egyptian Eyalet says that if they have any grievances which they feel have not been addressed he will personally commend them to the Caesar of Rome, Ahmet. In addition, he reminds them that the ongoing wars against the Russian barbarians are open to people of all millets, not just the Muslims. The Copts are just as welcome to seek glory and plunder in the north as Muslims, and the Sultan is even offering a modest acreage of land per family that joins the war in order to resettle the Crimean Khanate. It is suggested that single men will have no trouble finding wives amongst the grateful and recently liberated Tatar women, or captured Russian beauties.
"There is no need to fight in the sand. True happiness and a life on the dark waters of the Crimea are available to those who are ready to seize it, while the Caesar of Rome promises to spread his justice even to the furthest corners of empire. Restrain your tempers, bring your petitions, the Sultan will grant all that is fairly desired."
The notes are sent with multiple envoys, who are instructed to read it aloud. It is not clear who the other leaders of the movement are, and the Beylerbey doesn't want the message to be wasted on one potential madman. Movements need figureheads, but the genuine needs of the people that make up such movements always lurks slightly below the surface.

While some of the Azabs decide to leave the rebellion, many being young men lacking direction, the force still stands. The main leaders of the group refuse to entertain a meeting with the Beylerbey. Instead, it seems, they intend to march on Alexandria. Indeed, it seems that more elite units have been purchased recently.
