For years now, since the dissolution of the Scottish Darien company, England and Scotland have been embroiled in a bitter conflict. This has been exacerbated by the overthrow of the Scottish Stuart dynasty, and it's replacement with a foreign King. More alarming to the respective authorities in England and Scotland is that no drop of blood has been spilled, instead the targets of the conflict have been the finances of the respective countries! Woe it seems. After tumultuous tidings, Scotland has proven the weaker of the two countries at this form of legal warfare and a final Act has been passed banning Scottish traders from English ports.
Scotland has capitulated, despite the two governments wreaking havoc on trade income within the Three Kingdoms. They have been left with one option to save their failing state, to join hands with the enemy. Scotland officially petitions the English Parliament, and King William III, for an Act of Union.
