The Empire of Russia has decided to offer up the following troops for hire by foreign powers:
5,000 Irregulars
1,000 Militia cavalry
50 Field Guns
These hardened troops are experienced in operating as part of non-Russian armies and have a wealth of campaigning experience and a cadre of good officers. The Russian Irregular is of a superior quality to the Western irregular. A talented skirmisher capable of holding his own in the line and talented with a bayonet. This is an excellent combined arms force and will make for an excellent supplement to a standing army.
This army is not available to power at war with the Empire of Russia or her allies in the Holy Alliance (in so far as it is not to be used by powers wishing to aide the Moslem scourge).
Cost of hiring:
10,000 Ducats per anum plus upkeep.
Cost of hiring equivalent troops:
35,000 Ducats.
You also have the benefit of being able to incorporate the force without need for mustering.

The Sublime Porte asks whether an exception could be made in the case of the Turks, as the Ottoman Empire would happily hire extra men for an unspecified defensive campaign against a foreign power.
