The Russian ambassador, not long in his post, has been tasked with the un-enviable job of passing the Tsars formal declaration of war to the Ottoman government:
By the grace of God, the most excellent and great sovereign prince Pyotr Alekseevich the ruler all the Russias: of Moscow, of Kiev, of Vladimir, of Novgorod, Tsar of Kazan, Tsar of Astrakhan and Tsar of Siberia, sovereign of Pskov, great prince of Smolensk, Tversk, Yugorsk, Permsky, Vyatsky, Bulgarsky and others, sovereign and great prince of Novgorod Nizovsky lands, Chernigovsky, of Ryazan, of Rostov, Yaroslavl, Belozersky, Udorsky, Kondiisky and the sovereign of all the northern lands, and the sovereign of the Iverian lands, of the Kartlian and Georgian Kings, of the Kabardin lands, of the Circassian and Mountain princes and many other states and lands western and eastern here and there and the successor and sovereign and ruler.
The Ottoman Empire has breached the Treaty of Constantinople, signed in honest good faith by the Russian and Ottoman Empires in the year 1700 and honourably upheld by the Russian Empire. The Ottoman breach of this treaty is thus:
I - Allowing the Crimean Tatars to make war upon the Russian Empire through their raiding of Russian territory and destruction of property belonging to the Russian Crown.
It is with great sorrow that His Imperial Highness must once again make war on his Ottoman neighbours. But honour demands it.

Thus, a man who tries to execute a foreign king under protection in a neutral country, who foments rebellion in peaceable subject states for his own ends, who pridefully denies his own sins, and threatens war at every turn only to be met by a true, sincere, call for peace, declares war over village politics. It is an inescapable fact that the few years of peace we have enjoyed thus far have been the most stable for the people of Crimea and the Russian plains. One breach that was sure to be remedied, a hardship that could have been endured together to create a deep friendship between faiths and peoples, has now been taken out of all proportion as an excuse for a war that was sorely desired by the Muscovite king, but could not be further from the desires of the Ottomans. You have looked long and hard for a war, and now you find it. I hope that you are satisfied.
Let us hear your no-doubt pre-prepared demands, so that we resolve this conflict with comfortable dialogue in place of the hardships of war, the mud of the battlefield, and the blood of innocents.
We ask once more that your sovereign should give peace a chance, or else our sovereign will have to prosecute war.

Let he who is without sin cast the first stone. Whilst the Tsar has been noble and honourable in his conduct and his desire for peace. Meanwhile the Ottomans have orchestrated attacks on Russian soil, aided nations makingvwarbon Russia and sought to bring the ravages of war once more to the Balkans.
Russias demands are thus:
The Ottoman Empire will withdraw its vassalage of the Crimean Tatars, Wallachia and Moldavia.
All Ottoman armies will withdraw from the Balkans.
The Ottoman Empire will make peace.
