The Tsar has become increasing disconcerted with the frequency that Russian ships have to be re-fitted and pulled from the water. In an effort to remedy the problem the Tsar is keen to institute copper bottoming of ships, a practice he observed on his Grand Embassy.
All ships produced in Russia will not be copper bottomed, giving them greater durability and increasing their speed on the water. The ships currently in harbour will be gradually re-fitted to reflect this new policy.
