With the rebellion in Transylvania now at an end, and the rule of the Emperor Leopold I restored to this region of the Monarchy, it has been decreed that the entire noble (Hungarian) elite of the region are to be driven from the Monarchy at once! - Their titles, rights and privileges; their many estates; personal wealth and possessions; their surfs and businesses of operations are to pass into the ownership of the loyal Hungarian elite of the Kingdom of Hungary proper, and, on a smaller scale, the more powerful and loyal Austrian, Bohemian and Croatian nobles
- De Mercy himself is to have prime pickings for his work
- Furthermore, the internal administration is to be centralised much like in Hungary so as to ensure direct rule from Vienna
- Additionally, the internal food trading ban placed on this region last winter is to be lifted, gradually

The Ottoman Empire lets it be known that noble Hungarian refugees are welcome to seek sanctuary in its lands. Any bitter Hungarians may also join the Ottoman armies on their current campaign into Habsburg-occupied lands. Such volunteers will be able to reclaim their lands if victorious, and perhaps receive even greater rewards from the Sultan.
