With the current respite in the Great Northern War, Peter had found time to relax and recover his personal health, as well as seeing to some pressing matters of State.
With the capture of Narva and the friendly control of the Southern Baltic ports Russia is now once more open to trade with the outside world. But traditionally high tariffs on foreign goods have stifled that trade. To remedy this Peter has declared that tariffs be lowered (set to low) on the products of all nations Russia is not at war with. To bolster this allured even further he has granted a 5 year tariff exemption to all Polish merchants.
Alongside this sweeping reform of the trade and tariff system Peter has announced that the only punishment for banditry will be hanging, drawing and quartering. The traditional punishments have not been enough to stop high levels of banditry.
There have recently been issues with government buildings in major cities suffering horrendous fire damage because of their wooden construction. To remedy this dangerous solution Peter has ordered that all new governments buildings must be constructed of stone and all old buildings converted to stone. He also declares that no wooden buildings be allowed within city limits.
The Tsar has also begun to move the mechanism of state to Narva. Officials are relocating and must constructs stone mansions and houses in the French style for their own accommodation. In 1705 the capitol of the Russian Empire will relocate to Narva where the Tsar is currently residing with the Army of the Imperial Guard.
