I'd like to immediately grant a command to Koprulu Numan Pasha (historical; Wikipedia says "Köprülü Numan Pasha had a reputation as an honest, incorruptible, and capable organizer and experienced military leader") to reflect his position as the Beylerbey of Rumelia. His enemies said he was bookish, pale, and eccentric, so he sounds like a nice guy to me. Apart from being a bit of a fusty old religionist later on.
Also, if the Head of State is always a general, it might be more reasonable to have the Grand Vezir as a general, since he is wielding the instruments of state and the Sultan is likely to stay at home admiring his Tulips and drinking sherbet. I don't imagine Rami being a military genius or anything, since he has a diplomatic background, but I imagine that makes him quite a shrewd chap with a good strategic mind.
Scratch that second paragraph, turns out Ahmet III is good at fighting infidels after all.
