Pyotr has found himself quite displeased at the quality of some of his Officers from the aristocratic class. He introduces a raft of laws allowing enlisted men and NCO's who show particular merit and skill to be commissioned as Officers. They will be taught to read and write, as well as doing an intensive 6 month course at the Moscow Academy of the Sciences. After this they will be granted an entrance rank and apprenticed to a superior Officer.
