Pyotr has put forward a request to the Duma and his Boyars:
Following the disgraceful and unholy alliance made against Russia the following measures are to be enforced:
1 - Boyars will provide 2 in every 100 of their able bodied labourers for military service. 2 - The new 'recruits' will be armed with a mixture of muskets and pikes donated by their Boyar lord. 3 - The 'recruits' will report to their local garrison or army where they will receive minimal training. 4 - Boyars who do not provide the men will be stripped of rank and imprisoned. 5 - Boyars whose land is damaged by the current scorched earth policy will have it replaced two fold once the conflict is concluded.
The Boyars are reminded of the nature of the crisis before them. not only have the Swedes been aided by Poland, but the Ottoman dogs have also invaded in force. Any negotiations would mean the complete loss of Russian territories in the west, most of Russia's major cities would have to be ceded. Pyotr will die before he allows this to happen.
This is Pyotr's first appearance before the Duma without his mother present. At 17 he is now the sole ruler of the Russian Empire and holds absolute power. To reinforce his new position he is flanked by men from the Grenadier Regiment of his Lifeguards.

The Boyars blame the current crisis on the hap-handedness of Tsar Pyotr, and are not impressed with the way the war has been fought. The Naryshkin (the only remaining major party in the Duma) ask Peter to reopen negotiations in attempt to achieve a workable peace. Of course, the war effort must continue until an acceptable peace is orchestrated. However if the allies remain belligerent, more must be done. The Duma, although placated by the offer of recompense, suggest that the scorched earth policy is not working, and should be halted immediately. Some tell tales of the four horsemen hitting Russia, war, famine, pestilence and death. It is likely the Russian population will suffer massively.
The Boyars also do not appreciate the threat placed against them, many of whom still believe Pyotr is a child. They almost universally oppose the draft and suggest that Pyotr should reconsider his position. He is the Tsar, not the Dictator. Some loyal Boyars donate some of their personal guards to the cause, however:
Russia gains:
3,000 line infantry 2,000 ligeguards 500 dragoons 500 ulans
OOC: Natalya is still part of the Duma and acts effectively as leader of the Naryshkin party, even though she no longer acts as regent.

Pyotr informs the Duma that whilst efforts have been made to negotiate peace they have been fruitless. Russia has offered significant concessions but its enemies have demanded the surrender of almost every major city except Moscow.
Pyotr takes note of the nobles who do not contribute men and materiel. They are to be watched very closely. They are reminded that the Duma exists at the behest of the Tsar. Not by right.
The nobles who do contribute are rewarded with titles, positions and the Tsars favour. Their troops are incorporated into Pyotrs Imperial Guard Army in Moscow.

Peter's spies are now watching 97 Boyars, almost the entirety of the Duma, including his mother.
