The Sari Army, after resting following the bloody battle of Tsaritsyn, move south along the Volga to consolidate captured territory and to deliver the rightful Khan of Astrakhan to his city. With the rivers controlled up to Tsaritsyn and Sarkel, and no Russian army in sight, this should be a straightforward occupation. The city of Astrakhan is to be freed and put under the rule of a member of the Astrakhani dynasty, as a client of the Ottomans. He shall be given the title of the Beg of Astrakhan, since the titles of Sultan and Khan are reserved for the Ottoman dynasty.
In the north, Tsaritsyn is to be refortified and populated by Sunni Muslims. The twin fortresses of Sarkel and Tsaritsyn are to form a strong northern border for the occupied territories and will secure control of the rivers. North of the occupied territories, only the forces of the Khan of Crimea will operate, dutifully patrolling the Russian steppes and cutting down any armed Russians they come across (5,000 Tatar cavalry and 5,000 dragoons are devoted to patrols and raids into Russian territory).
