Disaffected Savoyard: Price Eugene of Savoy, the greatest military mind of the age and possibly all history, left France to seek his fortunes in Austria after he was refused permission to serve in the French army. Prince Eugene was instrumental in the defeat of the Ottoman Turks, and shone in the Seige of Vienna and the Battle of Zenta (both resulting in crushing defeats for his opponents). He also served in the Seven years war, and is still only 38 years of age. Place him in command of an army, just do it.
Population Depletion: Austria, and the wider HRE, has suffered massively due to a state of almost continuous war for decades. There has been a brief peace, but even that can't undo the damage. Unit upkeep is slightly increased.
Ruler Modifiers:
The Young Court: When Joseph took the Crown of Austria, he seemed to believe quite literally in the phrase 'out with the old and in with the new.' Unlike his father, Joseph is a principled reformer, this has strengthened his support among the populace, as real virtuous reforms are beginning to hit home. However, the elder nobility are slightly peeved.
Imperialism: Joseph believes very strongly that the Empire that unites together, stays together. He is very much in favour of returning Imperial lands to the Empire and repairing the waning power of Austria.

Creative and unpredictable, he is best to be avoided. 10/10
Margrave of Baden-Baden: The leader of Baden-Baden and an accomplished Imperial General. Known as TurkenLouis for his many victories against the Ottomans across his esteemed career. 8/10
Guido Wald RĂ¼diger, Count of Starhemberg: Cousin of the Great Ernst Rudiger von Starhemberg, he is a capable and well-disciplined commander. 5/10
Count Claude Florimond de Mercy: De Mercy won his first commission in the Battle of Vienna, and participated in the Battle of Zenta and is a long time underling of Prince Eugene. Coming highly recommended, his bravery and grasp of surprise tactics are unmatched 6/10
Wirich Philipp von Daun: A relatively untested leader, has shown some promise. 4/10

The Imperial Coalition Army and the Army of Baden are to be fused into a single army: The Army of Baden. TurkenLouis will remain its commander. The Prussian Army is to continue in its role as a support army

I would like to upgrade the 3,000 Militiamen of the Army of Hungary (as of the start of 1705) into line Infantry, plus I would like to upgrade the 3,000 Militiamen in Vienna (as of the start of 1705) into 2,000 Grenadiers and 1,000 Engineers, please
Also, could I upgrade the 1,000 Yeomanry Cavalry in Vienna into Dragoons
