Holy Roman Gameplay
The Holy Roman Empire is unique in as much as it is constituted by a confederation of member states. Some States are strongly under the influence of the Emperor ( like Austria in which Leopold is also recognised as Archduke respectively) and others less so.
Each Kingdom or Duchy in the Empire will react differently to the actions of the Emperor and may send petitions to change a course of reform or follow Switzerland and declare independence if they feel continuously mistreated.
The Emperor, though possessing his own army and treasury can call upon the member states of the HRE to donate wealth and military resources to the Empire in times of need. The way in which each state responds to this request will be decided by the administrators. The Emperor will be expected to answer the calls of member states if they are the victims of aggression.
Upon the death or deposition of the Emperor, some heads of state, the 'Electors' will appoint a new one. The honour is customarily offered to the Arch-Duke of Austria due to his overwhelming power, though this is not a formalised result. There is precedent to ban Electors from voting if they have engaged in aggression against the Emperor.

The Archbishop of Trier The Archbishop of Cologne The Archbishop of Mainz
