King James II summons his advisors to enquire into a colonial venture to the mouth of the Mississippi River, so as to assist the growth of England's dominion in North America. He is prepared to pay, and will provide 3 frigates and 1,000 members of the militia. No harm will come to those who already inhabit this region, and their culture and lifestyle protected.

Two potential explorer captains are available to make the journey. Anthony De La Roche, son of a prominent French Huguenot and an English mother, and William Dampier. Both are incredibly well accomplished explorers, however differ in personality and this may factor into James' decision on which to employ.
De La Roche has a great disdain for the French and Spanish, and will not care about causing friction with other Europeans and Native Americans but will undoubtedly make the colony profitable and prosperous. William Dampier is a natural historian and is keen on learning more about the indigenous peoples of America. He will likely make for a more peaceful but less prosperous settlement.
Both captains request that a transport is sent with them alongside the frigates (of course, one of the frigates can be retracted from the venture in exchange for the transport), as well as a donation of 10,000 ducats to purchase the supplies and materials necessary to make the voyage and begin a settlement.

James is glad of the support his move towards North America; thank you.
He feels that William Dampier is the most suitable candidate for this role, as his prime objective is to reach out to those further afield than the Three Kingdoms and to learn about their inhabitants' customs and lifestyle. Ideally, resources and knowledge will be shared for mutual benefit. This outlook is promoted by James in all his similar missions.
James also wishes to express his intention to venture to Hudson Bay, sending a further three frigates and a second deployment of 1,000 of the militia should the Parliament approve of this.

Fortunately for the King, a Royal Charter establishing the Hudson's Bay Company had been granted in 1670 by his older brother, and his cousin Prince Rupert became the first governor. The Company is now controlled by Sir James Hayes, a former explorer and current MP for Marlborough. With this history, and the monopoly over the European fur trade in Northern Canada, Parliament is happy to grant the King's request.
According to the local Cree tribe, the greater furs are in the West and North, so the west coast of the bay will be the target for the venture. Sir James will lead the expedition himself, but asks for a donation of 7,000 ducats to cover expenses. The growing strength of the trading company could form the basis of a larger colonial government in Northern Canada, similar to that in New England. He does ask that one of the frigates be replaced with a transport to facilitate the movement of militia, but warns that due to the climate there is a risk to any ships that are sent on the venture.

William Dampier successfully lands at the Mississippi and starts building a town to the North of the river's mouth. The town is named Stuarttown, after the royal dynasty in England, Scotland and Ireland. After some initial skirmishes from the local tribes, he is able to assure them he means no harm and they arrive at an uneasy peace.
Similarly Sir James, building on colonial relations that already exist between the Cree and the English colonists in Canada, is successful in expanding the reach of the Hudson's Bay Company to the West. However, due to the treacherous conditions, one frigate is lost in Hudson Bay.
England gains:
Stuarttown (Mississippi) - 1(+1 per annum, maximum 4) Western Bay - 2
If James wishes, since England owns five contingent colonial territories in Northern Canada, he can invest 25,000 into the Hudson's Bay Company to create a larger colonial government. This will create English Canada, and the colony will be able to recruit its own armies and navies in the Americas.

James is very interested in the proposition to invest the 25,000 into the Hudson Bay Company, and hopes to see English Canada thrive in the near future.

Hudson Bay - 7 (amalgamate of the four North Western English colonies in Canada)
The Hudson Bay colony can create its own armies and navies in the Americas, and has an increased income (roughly 5,000 per annum).
