Determined to consolidate his influence on the Rhine, Leopold makes his next imperial visit to the more economically advanced city state of Cologne. Following an inspection of the city garrison, meeting with the local political elite who, with the Emperor, signed a treaty of friendship between Austria and Cologne in order to establish stronger relations.

The Burghers of the Free Imperial City of Cologne welcomed Leopold warmly. However, a century of religious conflict had the the city devastated, with the University almost completely dilapidated. The city has been further crippled by the decline of the Hanseatic league and its economy has stagnated for decades. The burghers implore the Emperor to make fresh investments, and to encourage the immigration of good Catholics into the city.
'At this rate...' one burgher claimed, 'we will not last another century.'

The Emperor was thankful for his warm visit, however, Leopold is deeply concerned by what he is hearing with regards to the Cologne. "This is unacceptable and the problem can not be allowed to continue". Leopold wishes to correct the issues regarding economic stagnation at once with new investments in the city so that conditions there may dramatically improve.

The Burghers kindly request an imperial investment of 15,000 ducats, in order to kick start growth.
