Count Erik Lindskjold addresses the Riksdag, in the knowledge he has the backing of the King and the Lord High Chancellor, Bengt Oxenstjerna, for this policy, which should prove itself popular.

It has come to this Office, to prepare for a future in which the majority of the Crown's income, does not come from the taxation of those in this nation, nor from taxation at all! We understand the burden that has been rightfully borne, in the form of supporting the Crown's Armies and Navy should find itself reduced.
We wish to bring in further income from overseas, from the discovery of new lands, and the exploitation of the resources that may be found there.
We further commission the following expedition, to North of New Spain, on the southern coast (modern day Houston), to be named Adolphusland:
2 transport ship (with 750 colonists (aged 16-25), 50 soldiers, 23 other skilled workers/bureaucrats) outfitted with flat pack furniture.
Basic timber for 50 lodgings and 20 fishing boats (with nets and spares) (in addition, sufficient canvas for these ships and the transport ships are to be dismantled for further usable timber and canvas to construct the administrative offices and the wharf of the colony), 4 doctors and 2 trainee doctors with medical provisions sufficient for 2 years, 4 carpenters, 2 apprentices, 4 ironmongers, 2 apprentices, 700 axes and saws, a herd of 500 cattle, 20 tonnes of iron, 10 tonnes steel (both derived from the Dannemora mine near Oregrund) Several hundred barrels of salted/pickled fish, pork and pickled cabbage and tens of barrels of beer and wine to be hidden with the raw iron.
A further 5 administrative staff for the administrative council, including 1 for book keeping of the Swedish Colonial Bank, which will be endowed with 1000, for the purpose of making low interest loans to colonists to fund their endeavours to tame the land.
A royal grant of 5d per colonist, 6d per soldier and 10d per skilled worker/bureaucrat is to be made upon arrival (to all alive at that point, any unclaimed will go to the purpose administration).
I've totalled the bank and grants below:

750 * 5 = 3750
50 * 6 = 300
23 * 10 = 230
total = 5280d
This investment constitutes a monetary value of less than 5% of our treasury, yet may well yield far higher receipts in terms of goods received!
We hope to see an official approval from the house, which would see this Office pass it's first bill, to help to lower future taxation levels.
