Leopold, determined to strengthen the co-operation of the Holy Roman Empire and create for it a meaningful and co-operative political structure declares that the city of Frankfurt shall become the HRE's capital city. Furthermore, this means that Frankfurt shall also become the new seat of the Imperial Diet of the Holy Roman Empire.
He declared " The Holy Roman Empire, should it ever wish to become the model European society, needs, and this is with out question, a strong and determined political centre. One which lead the us in a single direction towards a glorious new future in which the states of Holy Roman Empire work with each other rather than against"
