Austria and Salzburg have always had a special relationship not as close neighbours, but as brothers. We share the same blood, language and culture, but most importantly of all we share the same faith, that is, the Catholic church. In this increasingly changing and ever more uncertain world the Emperor of the Holy Roman Empire and Austria, on this historic day, in the name of the church, in the name of brother hood, puts out his hand and warmly invites Salzburg to union with Austria, to join the Fatherland. Make no mistake, the interests of Catholic Austria and Catholic Salzburg are the same, we must union to help further strengthen the catholic faith to create a wider catholic state for German Catholics, to become the centre of reason, of order, of faith within the German Catholic church ruled from Vienna. By the grace of God this union will be blessed and so to will all the peoples of Salzburg. This personal integration with Austria will bring greater stability to the region and further strengthen our positions in Europe. Our peoples will hugely benefit from a strengthened Catholic church, however the financial rewards and the material rewards will be unimaginably high. Let us therefore union our peoples, for the church and for the Fatherland.

Maximilian Gandolf (OOC: no joke, that is his name), the Archbishop of Salzburg is considerably worried by this approach. Of course, Leopold cannot enter into a union with a Archbishopric and Maximilian's position as a Cardinal makes him a highly influential figure within the Empire. Leopold is advised not to mention this again, or the Pope will hear about it!
