After the heavy cost of storming Narva the following changes are to be made to the Russian Military:
All pike men are to be gathered in Narva where they will retrain as Line Infantry.
16,000 men - 24,000 Ducats
Two Regiments of Ulans will be recruited into the Imperial Army where they will form the nucleus of the Imperial Guard Cavalry.
1,000 Ulans - 24,000 Ducats
Total cost - 48,000 Ducats

Reforming the Military:
Several practical reforms to the Russian Army are too take place.
All Militia Cavalry and Irregular infantry regiments are to be phased out and retrained as Regular Line regiments. This is not a cheap process and will therefore require that partial funding be allocated on an annual basis.
New requirements for height and weight are introduced:
Line Infantry - 5'5" in height and not being especially malnourished.
Preobrazhensky Life Guards - 6' in Height and having a strong build.
Dragoons - 5'5" in height with a slim build, Dragoons are provided with smaller horses and therefore a lighter rider is of great benefit.
Hussars - 5'6" in height and of a healthy weight.
Uhlans - 5'8" in height with a strong frame.
The Army will endeavour to improve the health of men through better nutrition as well. It is hoped that these changes will address some of the deficiencies in the quality of Russia's soldiers.

You can pay for these reforms however you please, either by an annual sum which will take them all out of actions and they will gradually return to the field when they have been paid for, or you can do it manually by choosing which units to upgrade each year. Remember, though, that upgrading these units will increase the upkeep you pay on them.
